Apple released the initial developer build following its annual developer conference, continuing the testing cycle it runs each year. Developer betas go to registered Apple developers first and represent the earliest code Apple distributes publicly ahead of a wider release. A public beta program for non-developers typically follows within weeks.
The first beta gives app developers their first real look at new APIs and OS internals, which matters most when Apple changes something foundational. More developer testing up front means fewer broken apps on the day a final release ships. It also gives Apple an extended feedback window before committing to a release candidate.
